In Google search console, There are two types of Owners, Verified Owner and Delegated Owner, Although both are reported as simply “Owner” in the Settings page. A Property must have at least one Verified Owner, or No Users will have access to the Property.
Verified owner: Performed some action to verify ownership of the property (for example, posting a special verification file on the website), or Google could deduce ownership (for example, the Blogger account and Search Console account are the same Google account).
Delegated owner: Was granted ownership rights by a verified owner, but has never verified ownership.

The process

Step 0: Open Google search console, You are redirected to Overview screen
Step 1: Go to settings in the sidebar. And a screen with property settings opens up.
Step 2: Click on the user and permissions tab.
Step 3: Click on the 3 dots as shown in the image below
Step 4: Once you click on the dot dots, click on Manage property owners in the small popup
Step 5: In webmaster Central page, Under verified owners, Click on Add an owner
Step 6: Then Enter the email address that you want to be an owner & then click on Continue
That’s it, Once the invited person accepts your invite, he/she can access the property as delegated owner.

Follow the same process until step 4, Once you are on the webmaster central. you can see the existing owners under verified owners find the email address and under actions against the email address that you want yo remove, you can find the unverify (as shown in the image below) and the owner associated with the email address can no longer access the property.
